The weights aren't right. Please follow the steps explained in the weight transfer tutorial, specially the "clean" step. If you're not using the 2.70 version of blender then i suggest doing the transfer in this version as it is in my opinion the most reliable one and trustworthy. As you can see, you have a lot of blank bones in 0. The game can only read 4 bones per vertex, so this isn't importing correctly. Also, the uv_1 looks quite strange. I quickly re did it on my own and you can see the difference. Please follow this video tutorial and carefully follow all steps shown there. NOTE: Remember to only apply weight transfer to your custom clothing, not body parts. This ensures the BG parts to work as closely as EA's ones do. EDIT 1: Why have you duplicated and flipped the whole mesh? This is really not necessary and it duplicates the geometry by 2. There's no need for this. You can simply close all gaps (sleeves, bottom and neck) by extruding the borders inside the body.
