Hi! Why is the mesh divided like that?... skin parts on one group and the clothing in other?. I suggest re doing the package and cloning an outfit with one mesh group. Join both groups and append the new blend into this new package. If you've re done the weights for the skin parts then i suggest to re append the original body parts that were untouched.
For the outfit, i recommend using the lingeriecorset
EDIT: Also, the vertex paint isn't right. There's yellow spots where it should be all green. And the shade of green of the body parts isn't the original one but darker. So you should check that as well.

If the dress is supposed to be semitransparent then there should be body parts under it or it will look weird. Also, you haven't changed the shader of the clothing to be glass so it is transparent. CAS parts don't have transparency as objects by default. Here's a tutorial on how to do transparent parts. I re cloned the cocktail dress you used as a base to check the original blend. The original mesh has 4 mesh groups while your blend has only 2. You have to have the exact same amount of mesh groups for the mesh to import and work properly. The body parts (not the ones you have all grouped in one mesh group, but the ones from EA's original dress) should stay as they are on their respective mesh groups. You should only edit meshgroup_2 by apending a new top part cut right where the original ends. And take advantage of meshgroup_3 to have in that one the piece of clothing following the tutorial linked above.
