Toddler/Adult Interaction Made Available for Child Sims?

I want to enable toddler diaper changes for Child Sims (as a big sibling interaction). After changing two related "Interaction Tuning" files to include Child Sims nothing is showing up in-game. I'm assuming two things: 1. I haven't updated enough files and therefore the interaction is not showing up in-game, or 2. Child Sims simply cannot under game code interact with Toddler Sims in this way. I don't know which it is.

To be clear: The files are both updated to allow Child Sims to use this interaction. The interaction does not show up when clicking on a Toddler Sim with a Child Sim as active. (YA)Adults are unaffected.

I've also updated two XML files to enable the Parenting Skill and for Toddlers to "Ask for Diaper Change" from a Child Sim. These both were successful. The interaction still does not show up in-game for Child Sims.

I also thought that maybe the Caregiver interaction was affecting the outcome and updated one XML file to fix that issue. That failed. Nothing changed from previous tries.
