Mod Request: Slower Motive Decay

Hey guys, I know there's one out there that hasn't been updated in about a year, so I'm assuming it no longer works (at least it doesn't appear to slow anything in my game, my sims are constantly exhausted). I was just hoping there was someone around here who might be able to create a new version to slow down need decay.
