Modding Request: Turn on/off TV

I'm a bit surprised a mod like this still doesn't exist. It's either something really hard to pull off or people just aren't interested in it. I'm one of those people that like to leave the TV on even if I'm not watching it, and I like it even more on The Sims games because it serves as background noise, but unfortunately in TS4, sims turn off the TV the moment they stop watching, even if it means they are just going to the bathroom or grab some food, which is honestly also annoying seeing them turn the TV on and off constantly.
What I'm looking for is an option on the pie menu to turn on/off the TV like you do with the stereos, even if sims still turn it off when they are done watching (even though it would be nice if they didn't, but at least there would be the option to turn it on again and leave it that way when no one is watching).
I have no idea how difficult it would be to make such mod since I know nothing of code, but if a precious soul out there would like to give this a try I would love you for eternity.
