There is no bones dedicated to the hair in the sims 4, it is therefore not possible to animate the hair independently of the head itself or other body parts.

Like Zelrish said above, it isn't really possible to do it in a normal way that is easy to share. In that same thread linked above, orangemittens mentioned the limitations of this method. Basically, you are overriding the entire sim rig. None of the existing animations in the game will do anything with your new bones, and it would conflict with anyone else's item that tried to add new bones. So yes in theory, you can do it. However, this method is very limited and almost un-shareable without very specific instructions. Only custom animations and meshes specifically designed with your rig would work with it.
