How do you take an animation clip from the Sims 4 game and export it to Blender so you can view it. I am able to export the .animation clip to a file but I don't know how to bring that file up in Blender and apply it to a rig so I can see it.

Hi millionserved, the sims 4 studio does not use .animation files. You can export in game animations as .blend files by selecting "EA Clip" and clicking export in a pose package.

I tried doing that by choosing "Override" under the "Animation" tab. I then choose the clip that I want and save it as a .package file. After that I choose "Export". This creates a .blend file. When I open up the .blend file in blender I see the rig but there is no animation for it, just the rig.

You will need to use the "Clip Pack" option instead of override and from there you can use the "Export" with "EA Clip" selected. The override option creates a package with a blank clip for you to edit that will override the selected clip.

Is it possible to view custom animation clips that have been added to the Sims 4 game by other users and export them to Blender so you can view/edit them?

Yes, but you must export them from the package as a .blend to see them in Blender. Select the clip you want to view and click the Export button. Save the .blend and open it in Blender.
