[SOLVED] When I retopologize the weights become spikey?

When I don't retopologize my meshes they usually look really nice when you change the weights on a sim, however messy the mesh actually is. But when I do this extra step, it seems to mess the mesh up. I tried doing a smooth weight transfer as well but that didn't seem to solve anything. Does anyone who retopoligzes meshes know what to do?
