Before even looking at your package file, I would say you've assigned the entire object to the animation bone instead of just the swing seats.
ETA: Yep. You have everything apart from the tiny little rings at the top of the ropes assigned to the bind_swing_rope_R_4_1 bone. Anything that shouldn't move should be assigned to the transformBone. You'll need to look at the original EA swings to know how you need to weight paint your swings properly. It should be an easy, but possibly time consuming fix.

is there a tutorial about weight paint in blender what are the correct settings to use because for the last 2 years or so Ive been unable to import any weight paint correctly everything implodes on me.

These items require manual bone transfer. Please read THIS TUTORIAL from step 12. It's for CAS for the process is the same.

omg I down loaded blender 2.70 and it final worked . I guess the newer versions dont do well with weights, or its just me.

manual weight is always the same across versions... it's weight transfer some have issues with because they omit extra steps. but yeah 2.70 is what's suggested, specially if you're not working with clothing.
