Hey, I want to make a full body costume CC (like the ones that cover the ENTIRE body), but no one has really covered it, and I don't know if it's the same as making basic clothes or how I would even go about it. Does anyone know how and would be kind enough to point me in the right direction? Thanks much! By the way, I know the basics of both S4S and Blender.

Yep, something along those lines! Except it's more like the bear costume in the Parenthood pack. But yes, full body w/ mesh is what I'm looking to create!

I would expect it to work pretty much the same as any clothing item although the UV_1 that controls morphong may be designed differently as I don't think the bear costume Morphs the same as regular clothing. The best place to start would probably be to clone a bear costume and just take a look at the meshes and see how EA do it first.

So I looked into it, and the full costume is one lone mesh, then under that, there's the head, feet and some other hidden body parts (lower body, upper body). We have the same typical set up in the sidebar (that I don't know the actual name of) but I sadly can't post images. With that being said, I have a costume made already. How would I go about with rigging and such? Would it be the same process still, or different? Same goes for texturing since it uses its own custom texture.

The body parts that you can see listed under the rig are not actually part of the mesh. They are exported and included by Studio so that you can see how your outfit will fit on a Sims' body. Texturing should work exactly the same as any other CAS item. I think you are expecting this to be a lot more complicated than it actually is. This is still just a CAS asset after all. I would have thought using the standard weight transfer tutorial would work here for getting it weighted correctly as well.
If you haven't made any other CAS assets before then perhaps give making a top or a full body outfit a try first to get the hang of the setup and how things work.
