i converted 2 backpacks to sims 4 yesterday and they both have the same issue, they don't move with the sim. i'm sure it could be the weights or the vertex groups, but i'm not sure what else i could do to fix them. screenshot

Hi vamprocillinThis is indeed a weight issue. Your backpack simply has no weights assigned at all. You can follow this tutorial to transfer weights from a reference mesh

vamprocillinCan you upload your newest package then? You might have skipped a step or done something wrong when transferring.

Hi vamprocillinSorry for the super late answer, I was not much present lately. I had a look at your package and I don't know from what you tried to do a weight transfer from but it surely didn't work at all. You whole backpack is assigned to only 2 bones (left cheek and left forearmtwist) Please follow thoroughly the first tutorial I linked. You will first need to create another package with an EA backpack in order to export it and be able to use it as the reference for your new one. Then follow the tut :p
