having the 'hungry' buff also sometimes spawn another buff

Im working on an idea where i want a sim when she gets hungry and the 'hungry' buff appears, it to sometimes spawn an extra buff that as an example says 

"sim has a craving for pancakes" (playful mood)

is it possible for buffs to spawn buffs, sometimes?
