I don't know why you removed your UV1. It must be brought back. If you don't want it just weld the vertices together. But UV1 isn't the problem there, you probably have some vertices with 0 weight that create "spikes". Also your pelvis bone isn't weighted, just remove it. I believe that you won't go far with this mesh and will lose a tremendous amount of time. I would rather suggest to start from scratch using a DEFAULT TOP merged with a DEFAULT HEAD and start sculpting your poncho with that. And only do the second layer once the first one is working correctly! You could also use this mesh, which is rather close to what you want:
