Do vertex paint colours really exist? + meshgroup question

I am beyond confused. My whole time modding I've been following this tutorial as a guide for vertex paint - sims4studio.com/thread/2479/vertex-paint-sims-4-mesh - although it didn't cover everything but it put me under the impression that there were different colours for different uses.
This is till today when I went through all kinds of CAS items. I'll post the pictures and then explain my findings.

No wonder I was always confused!! They're literally all the same colour.. or are they.
If you press Z while in vertex paint mode (aka use wireframe view) you can get the exact colours used without any blender shading.
Here's what I found
body/clothes vertex colour - 00FF00
hair/glasses/hat/earring/teeth vertex colour - 007F2C - 007F02 - 007F00 (not sure, seems to vary from item to item -> shows it doesn't have to be the exact colour??)
hairline/scalp vertex colour - ~007F3F - it varies a bit (used on the edge of the hairlines on hairs).
wtf right? I couldn't find any blues or yellows. Just to make sure it wasn't studio just exporting meshes as all green, I tried exporting one of my old CCs that I used yellow vertex paint on and it exported fine (it showed as yellow in blender).
This is really interesting and confusing, if anybody knows more about this can they shed some light onto it? Has maxis ever documented or explained vertex colours at all?
And something else I wanted to to add to the conversation-
What really is the point of mesh groups?
It's important for CAS/objects with transparency but other than that they seem very pointless. Some fullbody outfits use upwards of 8 cuts, others just use 1.
The bear suit has 1, the purple fur suit in get famous uses 12. Has maxis ever talked about this? Is there any reason we should be cloning multiple cut outfits or should we stick to cloning 1 cut clothes.
Anyway, hopefully this starts some discussion about this confusing parts of CAS creation because I'm not sure anyone really understands them lol.
