Hi. The uvs of the skirt overlap with uvs of the legs. 1). Switch to Face select; 2). Select everything ( A ) and set the background image; 3). Press B and click and drag to select the part of skirt's uvs that does not overlap with the legs; 4). Select - Linked to select the rest of the skirt; 5). Scale down skirt's uvs and move them up but not in the space meant for tops. S to scale, G to move, R to rotate. S or G followed by X or Y constrains transformations to horizontal or vertical axes. Any of them followed by a number will scale/move/rotate by the specified value

Thank you, but I didn't really understand this so instead I just made the skirt bigger maybe this will help someone else though.

Basically speaking the skirt and the legs were using the same area of the texture. Your Skirt UV was too low which was taking up space from the legs. Mauvemorn was explaining how to move the UV up so that it doesn't overlap anymore.
