I need a basic step by step of how I should continue on with this i fitted the hat on the scalp but now i am extremely lost on what to do now.. I used a baseball cap for the base but there's no nude base head for the hats..

You need to - fit the UV map onto the sims 4 texture space / UV - weight paint - vertex paint
When you make the package it's fine to clone a baseball hat, it doesn't really matter. If you're unsure how to the weight or vertex paint, check other hats, i can't remember exactly but I feel like the weight paint is just on the head bone so it's quite simple (as is the vertex paint it's just green).

As I believe hats don't require uv_1. At least the hat that I recently made (for toddlers) was perfectly morphing even without having any uv_1. If you want to transfer uv_1 find the closest looking mesh (a hat with wide brim) and try using it.
