AFAIK. there's no particular slot designation for 'vertical' slots like 'horizontal' deco slots. There are, however, alternatives... Consider looking at the slotting of the Dine Out unfinished restaurant signs' slotting(s) of _ctnm_signDeco_ & _ctnm_signDecoLarge_ (You would use a SlotTypeSet hash of 8FB46C1254A1A04C or B102F9605A81DFB7 (Large), or the BG Postcard board with a slot of _ctnm_postcardBoardCollect_ and the Poastcard having a SlotTypeSet of C50E3868045E4853 in Warehouse...
Just ideas. I have (with only mixed success) also used the curtain slot for windows.

Slot rotating is tricky as it doesn't exactly use standard everyday numbers. It uses quarternions which I had never heard of until I needed to rotate some slots. I was rotating feet and butt slots for a chair but the method is the same for deco slots. Be aware that any alterations to a slot's rotation will only be visible in game. The visual cylinder in S4Studio won't change from its vertical alignment.
