Thank you for suggesting my tutorial, but a uv_1 map is not the cause of this issue. As I understand it, the mesh has to be vertex painted for the game to know what deformation map to use. You need to paint yours with 00FF00

I have literally made 2 dozen uv_1s ( numbered their blender versions) so I am little ticked I had it right the first time and just missed the last step.
