Don't use someone else's custom content for transferring weights. It can have wrong weights in the first place. EA's weights are always better. Transfer from nude top mesh, and remove extra bones that aren't present in original mesh that you cloned. For example you cloned a necklace which has neck, spine2 and head bones. Remove all other bones except these 3 after transferring weights from a nude mesh. If you still get distortion then you will need to manually weight paint the mesh in the spots where you get distortion.

But now, the other part has changed weirdly So I tried manually weight paint, but it also failed.. Would you give me some more tips plz?

Redo it again. If everything is done properly it will work. You can share your files (blend and package) so someone may take a look at them. But advice will be the same. Redo weights and apply correct vertex colors, and it will work.
