Are you looking for s4s folder in the same place as Electronic Arts (where you put mods for ts4) is? Not where you installed s4s. If you still don’t have it there, create it and name it Mods. The packages won’t show up until you put them in the mods folder of documents\sims 4 studio\mods and restart s4s Ohhhh thank you, I did copy and paste my cc into the s4s folder's mod folder but I'm not sure how to restart the s4s.... also thank you for the help on that! Just close s4s and open it again

Do you have maxis items though? Or those do not appear as well? Have you tried looking for video tutorials that show how to create recolors for cc hair so that you would see how to do that? Usually it’s something minor
If it still won’t work, than you can create recolors for personal use by opening a package and adding swatches the usual way
also, just in case, try running s4s as admin
