How do i attach a CAS object somewhere else?

so basically i made this bracelet into an armband (left bicep) but it moves when the wrists moves.

im pretty new at this, so if you could explain it in dumb people terms that'd be great. i couldnt find anything that explained it in tutorials or anything tho or else i wouldnt be here
