I've resolved the problem by redoing everything, starting from using the "Create CAS Standalone" instead of "Create 3D Mesh", as well as some different things with the textures which really seemed to solve it. I figured I would edit this post instead of delete in-case anyone else ever runs into the same problem.
I ended up just re-doing everything from scratch, and it works now. I think it was because of the file types maybe, because in the first try, I exported the images as PNG instead of DDS like I should have. Then I applied one texture at a time, found out the pitch-black texture was due to improper Shadow map file so I fixed that by remaking it from scratch following the tutorial closely. Then the custom normal map was actually fine as it was (but I guess combined with the faulty Shadow map caused the sim to disappear? o_O). Then I re-edited the specular maps from the default EA ones. And ignored the Emission. And it actually works now.
Now onto put some actual details into the skirt. :D

I tried to create a new mesh for a skirt by cloning one of the EA skirts, and the mesh itself seems fine as far as I can tell, but I kept getting problem with something in the texture files turning the whole sim pitch black (with the skirt mesh appearing fine, but also pitch black), so I followed all of the tutorials for the shadow/specular/normals/etc... but after "fixing" the normal map by saving it as .dds instead of .png, there is a new problem... One which searching on Google gives absolutely no results.
When I test the skirt in CAS, it now just completely makes the sim disappear when wearing the skirt, and the skirt no longer shows up either, as if everything on the entire sim became alpha or something? And in the CAS button it appeared neon purple instead of just pitch black silhouette like before.
I can't figure out which file is screwing everything up, or what. I even tried using some pre-made generic shadow/spec/normal .dds files someone made and uploaded for CAS, and those didn't work either. In S4S and Blender it appears fine...
