How can I make my own cas lighting mod like luumia's?

There isn't a tutorial and it's pretty much the only mod in existence that does what it does. Only thing you can do is open the files they made and compare them to EA's to see where the changes are, and then go from there and make your own changes. I think the TDESC might have CAS lighting but I don't think it provides much info.

Extract them through S4S's "Extract Tuning" option under Tools. Though I'm checking and you might have to use other programs (S4pe and Velocity's Data Tool) as none of the Simdata's from S4S extractions match Luumia's/all look the same, meaning that bug that was reported last year is still here, unfortunately (I won't be able to help there as I rarely use S4pe and S4S rules don't allow helping with misc programs). Or instead, you can try messing with several of Luumia's versions and comparing each version to each other, see what the difference is between each one, then make your changes in the same area. Luumia altered only the SimData for their mod, so be careful when doing the same. Don't delete anything, don't add/change anything that isn't already present, otherwise you will cause crashes and other UI issues that could mess up your game.
