Just make your clothes as normal, making the lace parts as separate fabric pieces. And then, when you're texturing you use texture transparency to add the lace texture. For the example top you posted, it would work like this - The red parts are non-alpha, and then the blue parts are the alpha-enabled meshes that have the lace texture. To use alpha textures on your clothes, you need an simglass meshgroup, so check this tutorial.

Edit: woop Hi. Those cut out patterns are achieved through textures. If your garment will be skintight, you can simply set the base texture as a background and put the uvs in places where the parts of the body you would want to be visible through holes are.
