I've spent a lot of time on this hair already and just ran into this issue by testing it on a sim with a longer face. The bangs are almost flattening when I move the eyebrows down, but when I move them up, they go back to normal. I'm not sure if its a weights issue or what. Check the vertex color - as I recall any blue can make the hair move with the brows like that.

Hi. Blue is no longer used in vertex painting. The bangs are either affected by eyebrow vertex groups or by deformer maps. We would need to see blend and package files to know for sure

Vertex paint the mesh with 007F00.Also, the blend file should contain 3 meshgroups: a base shape and 2 hat chops. If you do not want to make the hair compatible with hats, duplicate it twice ( select your hair, in 3d view press Shift D, press Esc) and change cut numbers to 0000 and 0001
