Are you using a compatible Blender version (2.76)?
Have you set the file path for Blender and your game in the S4S settings?

Sims 4 Path C:\Program Files (x86)\Origin Games\The Sims 4\
Blender Path C:\Program Files\Blender Foundation\Blender\blender.exe
I used the installer to install s4s.

Make sure your Blender path looks like this. Restart Blender  If it won't work, in Blender go to File - User preferences, click on Install from file button, navigate to _:\______\Sims4Studio\Blender\Scripts\, and choose io_sims.py, click on Install from file and restart Blender. |

Hhm, did blender create Blender Foundation itself? Try changing it to BlenderFoundation
If nothing will change, try to re-install both. If it won't work again, try installing 2.7

The problem has been resolved.
First, S4Studio CAS Tools menu was in the add-on item(Sims 4 Studio Blender Tools), so it appeared when I enabled it. However, I cannot import and export.
Next, I tried to disable the Textools that added a few days ago. I was able to import and export successfully.
I didn't think one of the add-ons would get in the way. It's a pity that Textools can't be used.
