I know the problem is the weight. I've been trying several dress meshes for now but most glitch in game, some bigger then the other.
Right leg is going through the fabric. This is the reference mesh now
But not the one I'm looking for I think. 
So any suggestion what mesh could fit better for data transfer/transfer weights? Using Blender 2.7 for transfer weights and 2.77 for the data transfer.
