The file permissions are wrong. If you want a file to be available to anyone who has the link, you have to actually set it to be available to anyone who has the link. Right now clicking on the link just gives a message that I don't have access. (This is true for all four links, even the ones that I assume are supposed to be pictures of what's happening.)

Choose any maxis item, open the uv_1 and check what it looks like. The uvs should not fit in the uv space. Select yours with A, press S X 2, then G X -128.
Your garment goes below the waist line, meaning you need to use a reference that also does, otherwise the garment will not get the data it needs and will clip into the bottom.
We close holes so that they are not visible in CAS. Your garment is tight enough for them to not be visible at all. There is no need to close them, this will just unnecessary increase the polycount
You put uvs for the geometry that closes holes in the space meant for bottoms. It is best to avoid that bottom right corner because everyone puts everything there and you end up with CAS full of cc that cannot be used together because of texture overlapping.

No, do not assign the background before doing anything. Go back to how it was. The middle of the uvs should be right along the border, just like in maxis items clothing

Yes, as you see, it does not fit in the uv space and neither should yours Weights have nothing to do with morphs other than for breast, your uv_1 is still wrong then Here is an updated blend file, check the uv_1
