Hello, when I switch to uvmap in Blender, uv_0 and uv_1 are not different. Shouldn't it look different? How can I fix?

Hi. When you click on the + button, the map is duplicated. You need to transfer a uv_1 map from the reference ( another skirt that is close to yours in length ). Make sure both the reference and your garment are visible and selectable, select your skirt, add Data transfer modifier to it, choose the reference as source object, set the rest like in the image, apply Also, your skirt is 10k because of buttons alone, do not use them. And model in quads instead of tris, the mesh looks like cramped paper

Are you applying the modifier in the Object mode? Do you click on UVs ( the blue button)? Is the reference visible and selectable?
