Hi. Your mesh is assigned to the head vertex group. Do you not see it in Edit mode or Weight paint? In edit mode you need to enable Show wights first. In Weight paint you need to select the vertex group Ignore everything but where Show weights is Also, your hat must morph with the head. For this vertex paint it with 007f00 and transfer uvs from the head. Make the head selectable first Also, you should delete the underside of the hat, a lot of polygons there that serve no purpose
