S4S does not compress the textures to 1024x2048. If you import HQ it will import HQ and convert into .DDS texture per game requirements. But this is not the reason why your CAS texture is blurry. Object texture is uv mapped on a huge piece of map, and CAS texture is squeezed into a small space on the map. There is no way to get the same quality of textures for CAS items as for the build/buy objects since you can dedicate an entire 1024x1024 map only for the bag, and in CAS you have just a tiny piece where you can squeeze your texture so it won't overlap other CAS items. If you want to get more space map it in the hat area and map 2 sized in the same place to save the space.
