Hi. Select b__L_ForearmTwist__ / b__R_ForearmTwist__ / b__L_Forearm__ / b__R_Forearm__/ b__R_UpperArm__ / b__L_UpperArm__ and you will see the source of your problem. You need to manually edit the weights

Even though I've already edited them all, it works fine in Blender, but still breaks in the game. Even if it doesn't break in Blender, do I still have to fix it and apply it to the game and repeat it? It looks normal in Blender, so I don't know which mesh part needs to be modified and how much. :(

The cape is affected by vertex groups from the arm area in places that are very far away from arms, so you need to manually stop them from affecting this area using your logic. While you can fix the distortion, bear in mind that no maxis item has this type of cape or anything of sorts because it will not look the way you want no matter how you rig it because of how the rig itself is created.
