Hi. The mesh is affected by b__R_Pinky2__. Remove it, paint over the area that was affected by it to 1, then Normalize weights

ok, open the blend, select feet, switch to Weight paint mode. In Data tab, in Vertex groups submenu, you will see the list of vertex groups the item is affected by. Select b__R_Pinky2__. You will see that there are red spots on the feet: these vertices are affected only by this vertex group. Choose Blur brush and run through these vertices, this will introduce the influence from other vertex groups. Click on the big - button to the right to delete b__R_Pinky2__. Now you can click on Normalize all and other vertex groups will adjust their weights
