But yeah, if it's a lingerie set, then skirt or feet bones are acting up. You can probably just delete them
- make sure the garment has an armature modifier and a rig selected;
- type toe, delete all vertex groups, do the same for "skirt" and "foot";
- normalize all;
- select calf bones and check if they are red down to the very bottom of the skirt, if not, you'll need to make them with Weigh gradient;

Alternately, you can clone the dress that reaches the ground and split yours into the right number of cuts
