Hi. The game does not like when the mesh has all those bones from the face area. You could try cloning earrings, exporting the blend, opening the blend, appending the balaclava there from your blend ( the scene must have the rig with all parented body parts, never import the garment in an empty scene), delete rig.001, save, import this .blend in the package, but most likely this will not work. So if it won't work, you need to delete all vertex groups that the balaclava should not be affected by such as eyebrows, lids, squint, cheeks, etc. You just want it to move with the jaw and the mouth, everything else must be tied to the head, neck, clavicles, etc, non-facial-expression-related bones beside the jaw and the mouth basically .
