Hi. Clone any maxis pants and export the normal map, then compare it to yours. You'll see that the maxis normal map is not shrunk vertically, it is cut. So you need to cut out the top portion to make your image 1024x1024 instead of shrinking the original rectangular image to that size

I have seen the .dds and it actually looks shrunk, the weird thing is it comes from a direct normal of substance painter in 1024x1024 and its normal in blender works fine, do you think the problem is the converter to .dds?

Maxis normal maps are not shrunk vertically, they are cropped out.
Textures for ts4 are rectangular while the uv space in any 3d software is square by default. You need to export the normal map from substance painted in 1024x2048 and crop out the top half

Indeed the error is due to the fact that it comes from a normal square (1024x1024) and not a rectangular one (1024x2048), thanks for the help
