If you want a good result, you need to bake textures with cycles and Littledica's cube map emulator. There is no ts4-themed tutorial explaining how to do it because it would have to cover nodes, rendering, lights, baking in blender, which are complex topics that will take a lot of time to cover. So if you want to do things good, you need to watch blender themed courses that cover each topic individually. To bake a simple map, follow this

Does shadow map mean, a map to create fake shadows on our clothing? Is it to reduce computing cost of rendering shadows on our cloth in the game?

Well, in the linked tutorial it was used instead of “ambient occlusion”. You can think of it this way: the software creates an ambient (no direct light source) light and bakes the shadows the mesh casts onto itself or receives from other objects in the scene to texture. This will be your diffuse map However, do not mistake it for the shadow map in the package. That map is for the shadows the body casts on the garment.
Basically clone a maxis t-shirt, export its diffuse and shadows maps, take a closer look at both, and it will make sense to you
and yes, this is how things are always done in games, cannot be using the same render as in 3d software, takes too long

When I look at EA maps for top cloth, it doesn't include the bare skin arms and hands texture.
After I bake the map, does that mean I have to edit the map and erase the arms and hands texture?

Yeah but it would be better to just save the blend, delete the body, bake the texture, then simply not save the blend again
