How to retopology for area under a collar like this in blender? The collar gets on the way.

There is a similar maxis mesh. Clone it, in edit mode select everything, Mesh - Faces - Tris to quads. You will see how it is done

Well, the question isn't about how to retopology in the sense of the edge flow of the collar,
it's more.. I can't reach it. How to work with the inner side of a folded garment ?
I watched some Youtube tutorials but, some just skipped the collar area and suddenly it finished, or they have easier shape collar, like more a open or floated collar.

Update: I found a way out for my case. I have to export them separately. Two obj for two parts of the collar, and another for the rest. That way I can work with different part and hide the rest.

No, you just need to make one side of it, the other side can be made in blender the same way you add thickness to clothing
