Haven't seen children alone, but have seen dogs and cats living in some pretty expensive places. Think it's just a quirk of MCCC and/or the new neighborhood stories stuff. Possible she was with elders and they died off or vampires who didn't particularly pay attention to the time of day. Or just general sims shenanigans.

Did you ever find a good answer? Yesterday I noticed that in the very first neighborhood, I have a little boy living alone in a small, pink house. I have a Sim family that I’d like to adopt him, but I never have the option to ask him to move in. I have my Sim call during school hours to invite him over, and he’s never at school. This is weird. About a month ago that house was empty. Maybe I’ll create an adult to move in with him.
