Anyone know what is happening here?

The hair ties morph with the body when the weight is changed. The rest of the hair is fine. How can I fix the hair ties? Is it a weight paint issue?

Hi. Re-transfer uv_1. The placement of uvs of the hair bands does not match the placement of the hair.
