Your Normal Map texture isn't set up correctly to work with TS4. Normal Maps for TS4 are greyscale, not the usual purple/blue ones like yours. You'll need to follow the steps in this post> sims4studio.com/post/7663/thread

Hi. Unrelated to the problem at hand: - you should not scale uvs individually unless the difference in quality is acceptable. Right now the patterns on sleeves will be bigger than on the rest of the top; - close holes by extruding, collapsing and unwrapping them; - split sharp edges first, then bake textures, otherwise dark shadows along sharp edges will be baked to texture as well; - remove doubles on body parts to remove the seam

I'm sorry, but nobody's explaining that, they just doing, so I'm not sure What are pictures sizes are we uploading into s4s for each texture? Cuz mine are 2048x4096 for diffuse, 1024x2048 for shadow and 1024x1024 for normals, Is that okay? I'm confused

When in doubt, export the original and study it. The default dimensions are the following: Diffuse and Shadow : 1024x2048; Specular: 512x1024; Normal: (depends on the cloned item, export from the cloned package) To make the item HQ compatible, you need to double the size of diffuse, shadow and specular maps (does not matter if the normal map stays the same or is bigger)
If the sizes are wrong, the item may not appear in-game or be fully black
