Bottom part of just out, I've tried weight painting and a complete weight transfer but sill comes up, I followed a guide on making a a new mesh group so that might be causing the issue.
On the second image there's also a weird issue I think with the normal map causing it to have a dark line/edge may need to redo the normal map.

Every time, without fail, when you see the mesh zooming out like that it's because of the weight assignments. Doesn't matter whether it's a bed doing it or clothing. I'll take a look at it and see what else is going on. Stay tuned...

Hi. You should clone and use as a reference a mesh that is the closest to yours in shape. yfBody_GP11DressBridesmaidTunic is shorter, unlike yours, too short to be affected by foot bones. Try this:
- delete foot bones from all meshgroups, save the file under a different name;
- clone yfBody_GP11DressBridePrincess, import only that blend there, check if the dress clips into shoes while playing walking animations in CAS.
If it clips, you'll have to go back to the original blend and split it differently because dresses that are affected by foot bones are usually made of 4 meshgroups ( and you need the 5th one for the transparency)
Also, for the future, before you add meshgroups with transparency, make textures or lods, make sure to always test how the item behaves in-game first.

Deleting the feet groups and a normalize operation fixed the issue. I will have to go back and fix the weights and also the normal map since there is still clipping and a weird line at cut of the dress.
Edit:
I realized the weights look fine in Blender when I was editing them but clip in-game.
Edit: Yeah it does clip at extremer poses. So will fix the weights.

Okay, I didn't see anything wrong with your textures other than you'll prolly want to make an actual specular for best results. I wrote two tutorials that cover this here and here. Start at step 79 in the second link. The second link talks about using an ambient occlusion map and the first does not. By the way, it's worth it to learn to make an ambient occlusion map. Helps your items look 3D.
Always follow Mauvemorn's advice. She's better at this than I am and thinks of things I don't. Regardless, you do have some vertices that need to be merged at the bottom of the dress. See what I wrote below.
You'll need to re-transfer your weights. Don't use the dress you cloned to transfer weights from. It's too short. You need a reference weight that's similar to your item and it has to be something that's floor-length as your dress is floor-length. If you are using an older version of Blender such as 2.76 you need to use the clean function when transferring weights. If you're using a newer version I don't think you need to use the clean function. Regardless, you need to limit total. Each vertex should have no more than four bones assigned to it and limit total makes sure that's the case. Here's how to transfer weights using Blender 2.78.
If you're using a newer version press F3 and type in "transfer weights" in the search box. There should be a little box in the lower left corner that will appear and you can adjust things there. You may need to search for "limit total." Sorry, I'm still learning to use the newer versions.
What this means, of course, is that you need to remove all of the weights, join your meshes, transfer the weights, reseparate your mesh and assign proper cut numbers. You need, of course, to join all of the mesh parts of your reference mesh before transferring its weights. Then you can just delete it. After, you can make your other LODs.
As for the lines in your mesh, you have sections around the bottom where some vertices are separated and need to be merged. Put your mesh in solid mode and in object mode and pan around the mesh. Look for sharp edges where there shouldn't be any. You can merge the ones you find but since you have to re-assign weights just remove doubles. For older Blender press W > Remove Doubles. For newer versions bring up the search bar and type in "merge." Then select Merge by Distance.

One last thing. I had your dress opened in Blender and decided to look at it more closely before closing Blender. Looks like you've got meshes inside of your dress. For instance, the armpits are in s4studio_mesh_2. I'm assuming that wasn't intentional. As a rule, anything that won't be seen should be deleted. All those hidden polygons serve no purpose and make your polycount higher. Anyway, you have a lot of unmerged vertices that are causing sharp edges in your mesh. You'll need to select those areas and remove doubles or use merge by distance in newer versions of Blender.
Heres' a couple of handy dandy tricks. You can enable sync in the UV editor and enter face selection mode. That way you can select mesh parts in the UV editor. You can hover your mouse cursor over a UV island and press L. The entire island will be selected. Another nifty trick is to select a few faces on the mesh and press Ctrl + L. Everything connected to your selection will be automatically selected.
