How to expand a mesh proportionally?

Hi! I noticed that some cc creators visualise fur by doubling a mesh, expanding it and then changing this second layer to simglass. (like here for example)

I tried to do the same but I don't understand how to expand the second layer proportionally, so it wouldn't touch the first layer? Hope it makes sense and thank you in advance
