Hello, this is my very first time creating hair for my sims. I have almost everything done except for the hairline and the undercut however, I have no idea how to add these things in, I've tried watching hair cc tutorials but none of them seem to cover these two things and I am stumped. I'm currently using Blender 2.76

Hello, can you give example the hair look your trying to make? For thin hair like buzzcut you can try to copy the head mesh. Delete the face & other unnecessary face. Leave the faces where you want the hairline. Texture the remaining face with hair texture with transparent edges. You can look at maxis hair for example. Lastly don't forget to join the hair and the hairline mesh. Hope that answers your question.

Generally undercuts are texture based, so all you need to do is combine the textures of the undercut with that of your hair.

You created this part but did not unwrap it where the texture is. This does not have to be a part of the hair mesh, the scalp on the head mesh will project it.

I'm really sorry, I don't quite understand. I will send the .blend file if it helps edit: just checked in-game and the texture seems to be working fine, everything looks good in Blender as well. The hair only seems to look like this on S4S .blender file

Ah, that is a different problem. The hair you started a package from is made of 3 meshgroups ( base shape and two hat chops). Right now in your blend both hat chops are hidden, so they are not being imported at all and the original are not being overwritten. If you will put a hat on a sim in-game, you will see this problem.
Delete Mesh.001 and Mesh.002 from the blend, duplicate Mesh twice and change the cuts to 0000 and 0001 to fix this problem. However, before you'll do that, you need to fix other problems. Right now the mesh has 3 uv maps. Delete the last one. If you were to look at the uv_1, you'd see that the geometry that was created to cover the hole at the tip of the strand covers the whole uv space. Select its uvs and make them smaller.
If you were to select b__L_InBrow__, you'd see that it affects the tips of the strands and the eyebrow bone should not be doing this. You should delete all vertex groups beside b__Head__ and assign the whole hair to it.
Should vertex paint the hair of this length with 007F02.
Once done, you can duplicate Mesh and change cuts
