It does not float, it just does not move as expected because the mesh is shaped in a way that will not work in TS4. In-game most of the time sims stand with arms down, so clothing should be shaped in a way that will function right in that position. Yours was made with arms up, so when they go down, the sleeves do not follow. The sleeves should be placed along the arms, something like this. Then, after you will re-transfer the weights, they will receive them from arms and follow them as intended.  Also, you have textures in the space meant for shoes, sleeves have no proper uv_1(will not morph right), the dress is vertex painted with the wrong color, and transparency is added the wrong way ( can cause problems if you plan on sharing it with others), but that is the least of your concerns right now. |

I didnt reqally make textures yet.. i dont know other ways to make texture transparate, then i turn simglass to simskin its not transparabte anymore, can you please tell me other ways to make fabric transparent?  |

The area of the texture where the uvs of the sleeves are must not be opaque. Adjust the transparency of it in the image editing software

Are you saving in dds or in png? Can you share the updated package please?
