Report bug/error ?

Hi everyone, 

Firstly, I'm sorry if this is the wrong place for this thread. I'm new, and English is difficult to understand and speak for me. 
Here is my issue. I'm trying to import a translation package to one of the mod I downloaded. I checked everything that I can : I fixed my game, reinstalled it, reinstalled Sims 4 Studio, my anti-virus may not be the problem (TotalAV)... So, I'm lost. 

Here is the error message I got :
