Hey! I looked into blend file and see that parts where skin is bleeding to hair does not have enough texture around, they are really close to texture border. When you zoom out lods are changing but texture gets resized to be smaller too, which means in this case it just lacks hair texture to show because borders where to small and after resizing uv sticks out behind texture. You can paint more border to this texture, but it probably will show on your accessories as their maps are next to each other and you'll go too far away from hair uv map space, or move uv parts that are too close, but in this case you would probably need to do some texture edits too to match new uv placement (you can edit texture by hand or maybe this method could work too)

Thanks for the help! I painted in some extra texture and got rid of most of the weird streaks. There's a few places where the skin texture shows, but it mostly worked!
