Hi. As you see, the dress distorts in the skirt area. This is where it is affected by skirt bones. They are present on your mesh but were not present on the item you started a package from. To fix this issue you should just clone a dress ( for example, DressPanels) and import your blend there
In the future, always start by finding an item of similar shape, transferring all data from it and importing your blend into the same package. This will prevent 99% of problems
