Hi. See how the mesh distorts in the thigh area? That is because those bones are not present in the package, so i assume you cloned a top or an accessory to start it. Instead, clone DressPanels, import the blend there, then re-categorize is as an accessory
Also, unrelated to the problem at hand, but the uvs in uv_0 are in the space meant for shoes, the mesh is not vertex painted, and both uv_1 and weights should be transferred with Nearest face interpolated
