Hi. It would be easier to tell the exact cause with the package, since it contains the final texture ( many of them in the blend file, not sure which one to assign) I assume that that is the geometry that covers the hole in the hair. Normally it is hidden by the head but, in your case, the hair does not morph or moves right, so it comes through. Right now the uvs in uv_1 are in a completely wrong place, so the mesh morphs all types of ways. Find the hair that is shaped similarly to yours, clone it, export the blend, append in the scene, remove doubles on it, transfer uv_1 from it. Also, the hair is vertex painted with 2-3 colors. Right now theres only one, so it does not morph correctly in the head area. You can transfer vertex paint from the same reference
Also, its strange that the bangs are affected by the spine bone. Did you remake the weights?
